Opening Remarks:
By Mr TK Chiang, Chief Executive Officer and Executive Director of CLP Holdings Limited
Mr T.K. Chiang is the Chief Executive Officer and Executive Director of CLP Holdings Limited, responsible for the overall performance of the CLP Group. Prior to becoming Chief Executive Officer in 2023, he was the Managing Director of CLP Power Hong Kong Limited (CLP Power) since 2017, with overall responsibility for CLP’s Hong Kong business.
Mr Chiang is a Chartered Engineer, a Fellow of the Hong Kong Institution of Engineers, and a member of the Institution of Engineering and Technology. He is also an Honorary Fellow of the Energy Institute, the Vocational Training Council, and the Hong Kong Management Association. Mr Chiang was elected as a Fellow of the Hong Kong Academy of Engineering for 2025. Additionally, Mr Chiang is a member of the HKSAR Election Committee and the 14th Beijing Municipal Committee of the Chinese People’s Political Consultative Conference.
Mr Chiang joined CLP Power as a Graduate Trainee in 1988. Over the years, he has held a wide range of roles across the organisation, covering power system asset management, planning, design, operation and maintenance, power quality, and corporate and regulatory strategy.
Mr Chiang holds a Bachelor of Science in Electrical and Electronic Engineering from the University of Hong Kong, a Master of Science in Electrical Engineering from the Hong Kong Polytechnic University and a Master of Business Administration from the Chinese University of Hong Kong.

By Ir Raymond KY POON, Director, the Electrical & Mechanical Services Department, The HKSAR Government
Ir Raymond KY POON is the Director of the Electrical and Mechanical Services Department. He is overseeing the engineering services for over 100 government departments and public organisations, as well as the enforcement of legislations in ensuring public safety on using electricity, gas, railway and other electrical and mechanical installations, and promoting energy efficiency and conservation and application of renewable energy in Hong Kong.
Ir POON has been working in the government for 30 years and taken up professional and managerial roles in the areas of engineering services, project management, business development as well as regulatory enforcement. Ir POON is a Fellow Member of the Hong Kong Institution of Engineers. Ir POON received his Bachelor of Engineering degree in Electrical and Electronics Engineering and Master of Science degree in Environmental Management from the University of Hong Kong. He has also obtained his Executive MBA degree from the Chinese University of Hong Kong in 2019.

By Prof C.Y. Chung, Head of Department and Chair Professor of Power Systems Engineering
Prof. C.Y. Chung is the Head of the Department of Electrical and Electronic Engineering, Chair Professor of Power Systems Engineering, Founding Director of the Research Centre for Grid Modernisation at The Hong Kong Polytechnic University (PolyU), and the Founding Director of Research Centre for Intelligent GRID and Energy Technologies (I-GET) at Hong Kong SAR Government. He serves as the President (2026–2027) of the IEEE Power & Energy Society (PES), becoming the first President from outside North America in the organisation’s 140-year history. Prof. Chung is a Fellow of the Canadian Academy of Engineering (CAE), IEEE, IET, HKIE, and CSEE, and a recipient of the 2021 IEEE Canada P. Ziogas Power Award. He also holds honorary/visiting professorships at top universities (including Tsinghua University). Dedicated to power system stability and smart grid research, Prof. Chung has made significant contributions to preventing blackouts and integrating renewable energy. He has served as Chair of the IEEE Hong Kong Section and on the editorial boards of nine top international journals (including as the EIC of Power Grid Engineering Science, the Senior Editor for IEEE Transactions on Power Systems, the consulting Editor for IEEE Transactions on Sustainable Energy, and Vice Editor-in-Chief for Journal of Modern Power Systems and Clean Energy). He holds three U.S. patents and has authored over 200 international journal papers.

By Ir Don Cheng Hill, Chief Operating Officer of Towngas
Ir Don Cheng is the Chief Operating Officer – Hong Kong Business of the Hong Kong and China Gas Company Limited (Towngas).
Since joining Towngas in 1995, Ir Cheng has taken on key managerial roles spanning customer service, product development and commercial & industrial marketing & sales departments. He also oversees marketing, sales and customer services, and leads the strategic development and planning of green energy initiatives and projects.
Ir Cheng graduated from Queen’s University and The University of Calgary in Canada, with BSc degrees in Statistics and Engineering Chemistry and an MSc degree in Statistics respectively. He has also achieved the status of Chartered Engineer and fellow membership from various professional associations of overseas and in Hong Kong.
He is also a member of HKSAR District Fight Crime Committee (Southern District), Fire Service Department Dangerous Goods Standing Committee Member, Director of Association of Restaurant Managers, Academic Advisors for engineering departments of Hong Kong University of Science & Technology and City University of Hong Kong, Fund Vetting Committee Member of Hong Kong Productivity Council, and Vice Chairman (Energy and Power) of the Federation of Hong Kong Industries.
